Tom graduated from BYU with bachelor’s degrees in chemistry and accounting and earned his MBA from the University of Phoenix.
In addition to his time with Manpower, Tom’s work experience includes positions with Ernst and Young, the United States Air Force, the FBI, EDS, Stations Casino.
He also founded and sold a manufacturing business before joining the QTS board in 2006.
On February 23, 2016 Andy passed away peacefully in his sleep. Andy was President of Manpower Inc. of Southern Nevada, an early investor in QTS, and our Board's Secretary and Treasurer since 2004. Andy's contributions to QTS will always be appreciated and we will be forever grateful for his support and friendship.
Tracy A. Madsen
CFO and VP of Administration, Golden Eagle International Inc.
Tracy received a bachelor’s degree in finance from Boise State University and an MBA from UNLV.
Since 2003, he’s held his CFO/VP position with Golden Eagle, a publicly traded mining company based in Salt Lake City. Before joining Golden Eagle, Tracy spent 14 years serving as CFO for various aviation businesses and worked as a commercial loan officer and branch manager for First Interstate Bank of Nevada.
Tracy has served on the QTS board since 2006 and is currently our Secretary and Treasurer.

Jim obtained a bachelor’s degree in business administration with a major in accounting from CSULB in 1984. In 1986, he earned his Enrolled Agent designation with the Internal Revenue Service.
He worked for ADP’s tax financial services division from 1984 to 1994 and was promoted to vice president of the western division of national accounts where was responsible for the West Coast client service operations. In 1998 he left ADP and started a real estate development business in Boise, Idaho. In 2004 he took a consulting position with QTS and became CEO in 2005.
Jim has served on the QTS board since 2004 and is the board’s president.
Per was born and raised in Sweden, and holds a law degree from the University of Lund, Sweden.
Per has high-level international business experience in Europe, Asia and the Middle East. He also headed up an international aircraft leasing and trading company in the U.S. with worldwide activities in long-term cross-border transactions.
Per is a former CEO of QTS and has served on the board since 2001.
